5. Hyena from Gargoyles. She is the twin brother of Jackal and both her and her brother are members of the Pack. I love Hyena for her twisted sense of humor, her bloodlust, her psychopathic nature, and her evil/insane laugh. She is a fantastic tracker and one of the only female villains to stay evil 24/7 in the Gargoyle universe. (Fox turned good and Demona was good at one point.)
4. Bellatrix Lestrange from the Harry Potter books. It surprises me sometimes that the most loyal are the insane and Bellatrix is no exception. She wasn't broken by Azkaban (driven more insane yes but still not broken) all so she could be of use to Voldemort. She is one of the strongest witches around.
3. Drusilla from Buffy and Angel. Drusilla is most arguably one of the most insane female villains out there. She is a villain that you feel sorry for as she is the creation of Angelus. While she is insane don't write her off as weak she as she is more psychically inclined then most vampires and she inherited her sire's taste for torturing the mind.
2. Callisto from Xena. She is the only true rival of Xena and ironically Xena is the one who made her who she is. She is a kickass fighter and even becomes a goddess later in the series.
1. Harley Quinn and Poison Ivy. These two hold number one in my heart and I never love them more then when they are working together. The reason I love both so much is unlike many other villains they are fighting for something other then themselves. Harley fights for the Joker and Poison Ivy fights for the environment.
